Officials Release Garbage and Recycling Update

Township provides information on change in collection service.

 

The following messages comes courtesy of the Springfield Government.

The current contracts for garbage and recycling collection services ended Dec. 31, 2012.  The township advertised a Request for Proposals (RFP) for new collections services effective January 2013. The RFPs were advertised in Oct. 2012 and were received back to the township on Dec. 4.  Five eligible bids were received for garbage and recycling collection services. 

On Dec. 18, 2012 the Township Committee reviewed several solid waste and recycling options for 2013.  After careful review, the Township Committee agreed to the following:

*Garbage collection will be once per week. If your garbage was picked up Monday and Thursday, your garbage collection day will be Thursday. If your garbage collection day was Tuesday and Friday, your garbage collection day will be Friday.  This will start Thursday, January 31 and Friday, Feb. 1, 2013, respectively. 

*Bulk garbage pick-up will remain at four times per year:   March 20- 21, June 12-13, September 18-19 and December 11-12. Your bulk day will fall on the respective day in the previous bullet.

*Collection of garbage and recyclables in public parks and public containers in retail areas will now be collected by Regional Industries, LLC, a private hauler, thereby freeing up DPW workers to focus on their core operations.

*Recycling will be made easier by changing to “single-stream” recycling collection, allowing for recyclable bottles, cans, plastic containers and recyclable mixed paper to be co-mingled together into a single waste stream.

*Recycling will be increased from every other week to once a week, on Wednesday, Jan. 2, 2013.. 

* The Springfield Environmental Commission will be helping the Township with education and outreach of the services and dates listed above.

I see that the town has messed this up already. First they put out a flyer stating it will start first week in January. Now when eveybody has ther recycling out at the curb you tell us that it will start now on 31 January. Can someone with a brain make a decision in this town and stick to it. My recycling will at the curb when ever you want to come get it. I hope the wind is not to strong to blow it around.

Hi "Shore Girl." This might pertain. Committee member Shehady left the following message on Facebook yesterday: IMPORTANT NOTICE: Due to heavy recycling volume, the Township contractor was not able to complete recycling collection today and will return early tomorrow morning.

I live on S. Maple and mine wasn't picked up either. The mass phone voice messaging system should have been used to get this information out to the people. How often can we expect that the company providing our recycling services will be 'inundated' with collections and unable to make pick-ups of every citizen. How about splitting the recylce schedule as you 'did' the garbage schedule. Half of the town gets pick on one day while the other half gets it on another day. I can just see this happening over and over in the summer when people have cook-outs and produce more than usual recyclables in the way of cans and bottles.

If we are trying to economize, it seems to me the garbage change to once a week makes sense and is acceptable. However, once a week for recycling, in my opinion, is overkill. Is there really a need to pick bottes, cans, papers, etc. once a week?

Is there really a need to pick up bottles, cans, papers, etc once a week? That's a subjective question. To some people, yes it is. To others, like yourself, it might be overkill. If you don't need to use the recycling services once a week, save yourself a trip to the curb and keep your recyclables in your garage. Apparently the township thought it was more economical to implement a twice a week recycling schedule. Maybe, just maybe, it will entice more residents to recycle those Poland Springs water bottles instead of throwing them in their garbage.

Art - actually, you will find the more you recycle the faster it accumulates and your garbage refuse is decreased. I personally experienced this and so have many other residents to the point that their recyclable output is greater than their garbage output.

This is crazy!!!! most people will generate more trash than plastic and paper, so now we have to deal with all this pest and wildlife the trash is going to bring. Did anybody think about the smell and large piles of trash that is going to be on the curb on Thur & Fri in the Summer. The savings they are talking about is on the vendor he has to pick up light recycle with half of his workforce since there is not going to be large amount of recycles generated in a week, remember not all our meals come out of a can.

are not going to be pass to all of us in a tax deduction, it seems the more we pay the less we get.

nj271 - more things are recyclable than you think and will reduce your trash. The garbage on the curb for Thursday and Friday will be less than twice as much as previous. Not the 'large piles' you indicate. If your garbage is in closed containers it will not attrate animals.

Our surrounding towns that would be considered our peers are mostly on 1 day garbage and recycling pickups as well. This really is not that big of a deal and will lead to more people recycling which brings a mutual benefit to our society.

I have been recycling for years. My recycling is put in closed containers and my trash is put in closed containers. Even with a secure lid on the containers, the animals get into them, just overnight at the curb the night prior to the regular pickup. While it may seem that animals shouldn't get into closed containers, they manage to do so. I have tried various types of closed containers, and they manage to get into just about every type. From another post, it sounds like they even knock bricks off.

I am glad to see the weekly pickup for the recycle items but I am very disappointed to see that the trash is just once a week. For the little bit it saved, which probably doesn't result in a decrease in our taxes, I would prefer the twice a week pickup.

Adam-thanks for the info. It would have been nice if this information was put on the Patch or broadcast one of those notification phone calls. I received a phone call correcting the misinformation regarding garbage collection but not the problem with the recycling. I was wondering if the information we were given on recycling was wrong also.
I think the new garbage and recycling schedules are a good idea. We should be recycling more and disposing less anyway. I usually fill one 40 gal. can with recyclables. This week I had three, as opposed to one can of garbage. The increase in recycled material was due to some boxes left over from the holidays and I recycled much more paper this time. Co-mingling facilitated that increase. As for smell, all garbage smells, especially if the sun shines on the garbage cans. To reduce the smell, any food I throw out is placed in an old plastic bag, tied then frozen and thrown in the can the night before collection or sooner during the cooler months. This works especially well for spoiled seafood and meats.

For all of you who feel that the garbage in the summer will be fine after a week. I will be happy to drop off my garbage at your homes after a Sunday outing at my house and see how well it stands up until Friday. We have bugs, odor and animals ravaging the gabage daily. For the person who said to buy closed cans, I purchased the heavy duty thick plastic ones from home depot and put a brick on the top. It does not stop the raccoons or squirels as they ate right thru the top of every can I have. I pay a lot in taxes and two times a week of garbage is not unreasonable. We do recycle, but five people and guests still generate a lot of garbage. For all you whiners complaining about the environment, how many SUV's do you own or do you only have electric cars? It is just like the saying not in my backyard. If it does not bother or effect you then it is good for everyone else too and everyone else is wrong if they do not agree.

Warren you are certainly correct, there is a chance of odors and animals. But it is something we will have to deal with. Call the Summit or New Providence residents and ask them how they handle it. I'm sure you'll find a way to make it work.

I am troubled by your other angry comments. Let me try to put it in perspective for you. We own no SUVs because I can't afford them. But I've heard you own several. All of our taxes are high relative to the size of our home. Sure, yours are probably higher, but I've heard you have a rather large house. And if you recall a few years ago the township stopped picking up grass clippings. Many of us people "on the bottom" were tremendously affected by this change. I suspect you weren't affected because you probably employ a landscaper to cut and maintain your large lawn. We on the other hand have to cut our own grass and now have to pay to have it carted away. Following this thought process, maybe you should hire a private garbage contractor to pick up your trash on the off days?

Everyone is dealing with high taxes. If you can't figure out a way to manage your own smelly and apparently voluminous garbage, I feel sorry for you (and especially your neighbors). Bugs and animals ravage your garbage daily? Really? Maybe you need a visit form the health department or invest in a dumpster.

If Adam is correct, it would have been nice if Shehady had posted his notice to everyone on The Patch for the general public instead of a select group on facebook since he took the time to notify some people. And any one of the TC members could have done the same on here, too.

Probably, Mr. Shehady can reach more people quicker than the Patch. No offense Mr. Bulgar. The Patch is a great source of information but people have to log on to read something and information isn't posted as quickly as FaceBook. But again Mr. Fraenkel tries to blame Mr .Shehady for something.

Where is the Mayor Amlen, Deputy Mayor Huber or the other two with information for the town? Just like during Hurricane Sandy, no where to be seen or heard from.

Excuse me Mr. Fraenkel, but what does this have to do with Mr. Shehady? His post was out of pure courtesy. He is not the mayor or even the deupty mayor. He had no obligation to post anything. On the contrary, I think that responsibility fell on the feet of the currenty majority. They could have notified The Patch or posted on the town's own facebook page or twitter account. But, as expected, they did absolutely nothing because they don't believe in communication. Is anyone surprised????

anonimous, the two newest members of the Township Committee already dropped the ball. Why weren't they trying to get to the bottom of what went wrong with recycling and emailing the Patch with an explanation or some information? Ms. Bandrowski has time to write an op-ed criticizing Ziad and trying to give him a "Civics 101" lesson but she doesn't even know what her own job is. She's the one who posted the editorial attacking him first - she can do that but can't take a break from politics to actually be helpful. From the town's annual meeting agenda:

S-town
Please explain how the trash is going to be less in a week if we always had kept the recycles and paper separate from regulars trash and never mixed. So if your normal routine never changes how the trash is going to be less? We have trash containers, but not everyone that i know has 6 containers in their home for trash and recycle, for a family of 5, two containers are used every three days, so now we have to save the trash for 6 days. Union, Elizabeth and Hillside still have 2 days pickup and their taxes are less than my....we have always recycle is good for everyone and the environment, but I pay a lot in taxes and two times a week of garbage is not unreasonable. The point is we Do Not need weekly recycle pickup, we need trash pickup and I do cut my grass and bring the clippings to the recycle station, I also agree with Shore Girl.

You can move to Union, Elizabeth or Hillside and pay lower taxes. You will be able to find much cheaper real estate as well. No one is stopping you.

There must be some reason you stay in Springfield? Union, Elizabeth and Hillside are our nieghbors with lower taxes and more frequent garbage pick up. I can not figure out why you're staying in Springfield.

Kevin, he took the time to notify certain people; those people who have friended him on facebook. He could have just as easily made the notification to the public via The Patch. And as I wrote, it should have been done by any member of the TC, but none of them did it either. They didn't notify anyone but he did to a select group. As to the responsibility, that's the part of a township committee form of government that seems to be misunderstood. Every single TC member has the same authority with the exception of the mayor being the chair of the public meetings and authorized signatory for the town. Any member of the TC can step forward, which is why I didn't exclude the others. I simply mentioned that he took the time to notify some, so why not all.

Mr.Fraenkel, you take the time to focus on the one that notified many vs. 4 that notified none. That is the problem with your focus.
The chairman/mayor is still the senior member of the committee. If all 5 of them wait around for the other to do something then nothing will get done. There aren't 5 mayors on the committee, just one inept mayor and deputy mayor. They just don't chair a meeting. Well maybe that's what Mayor Fraenkel did.

Any member of the TC can step forward? To oversee and make notifications regarding recycling? To do a salaried employee's job? Whoever is in charge of recycling and/or garbage collection should be doing it. Who is in charge? Last I knew it was the DPW. I'm glad someone said something. If any of the TC can step forward to accomplish something on their subordinate's level, there is no direction, no accountability and confusion results. Who is supposed to do what and when? If something needs fixing, who do you turn to? Who do you blame when nothing gets done? I've figured this out now-the OTHER POLITICAL PARTY! When something happens in town, they all jump to be the first to offer help or information. Then they can say, "I did this and you didn't" I'm doing more for this town, vote for me. No wonder why this town is so screwed up. Look at the Township Table of Organization. DPW supervisor answers to the Twp Administrator. Twp administrator answers to the TC. There is a chain of command here. The member of the TC who oversees recycling should say to the twp administrator, this is what was called to my attention, take care of it with the person responsible. Twp admin should say to the DPW supervisor, someone screwed up, fix it and don't let it happen again. TC should not jump the chain of command and take matters into their own hands. If it happens again, the same confusion will result. I hope the table of organization is followed, otherwise it"s worthless.

B Freedman (or is it Z), any member of the TC should have posted a notice. No one did the right thing, which would have been notifying everyone. But only 1 person notified a select group of people and that was my point. I never condoned the omission of the others but I also don't agree that someone who represents everyone, not just their friends, limits the access to the information Aren't all the residents suppose to be represented by members of the TC and not just facebook friends?

Kevin M whomever you are. It is none of your business what I own, drive or hire. The reason I own SUVs is for safety and because the hills where I live are steep and when I owned a honda accord it did not make it up the hill. As far as my house goes, I have lived in three houses in Springfield starting with a small two bedroom ranch on a main street as that was all I could afford. I cut my own grass as well at that time. I also have many friends who live in nice homes on the "bottom" and have landscapers, so keep your oh poor me story to yourself. I have a landscaper as I commute over two hours a day each way leaving at 630 and returning at 8, pretty hard to mow the lawn and I do like to spend weekends with my family if it is ok with you. I do not discuss what you earn, do not go spending my money I work hard for it and have spent 23 years at a company. I have given plenty to the town over the last 25 years both with my time with sports and the kids as well as donating to a lot of causes. You are the one who seems troubled and angry when you need to disparage what someone has earned with hard work. Nothing has been handed to me. As far as the voice of reason (another pathetic person standing behind an alias) we have a lot of animals by where I live and the minute you put one bag of garbage in the can over night, the next morning the can is dumped, the bag ripped and garbage is dragged all over the place. Maybe you are so sweet your garbage does not smell.

Warren-could the reason your garbage is dumped every week be that your garbage is easy pickins'? The animals aren't stupid, they go where they know they can find food. Here's an idea-put your garbage cans in your garage for a couple of weeks. Put your cans out the morning of collection day, sounds like you are up early enough. The animals can't find your garbage and should go somewhere else. Or, if you feel that you shouldn't have to change your ways, you can confront them while they are feasting on your bountiful rubbish, demand to know why they are so inconsiderate and inform them of your service to the town as you did above. You'll never see them again. Seriously though, you're the man Warren. You can outsmart a raccoon (or a squirrel, cat or opossum.) You can do this.
As for the snappy alias, when you live and work in the same area, it's a bad career move to slam people who could make your life difficult. Small town politics isn't fair. It's politics.

They all dropped the ball, including the administrator because he's there on a daily basis whereas the others may or may not be. And in regard to my original comment about this whole issue, I should have said that while it was very nice that Shehady had posted something on Facebook, it would have been better had he also done it on The Patch or anywhere else that's accessible for the public. That probably would have elminated any misunderstanding of what I was saying.

As of right now, the recycling contractor still has not collected the recylables in the Briar Hills, Rolling Rock, Chimney Ridge portion of town. This is now two full days that they have not gotten to us. If they cannot handle the work, some adjustment to the schedule needs to be made.

The awarding of the new garbage and recycling contracts were voted on unanimously by the 2012 Township Committee. It was a non-partisan decision. The timing of the contract was due to the previous contract ending on Dec 31st. This previous contract locked Springfield in for 5 years with no options. The new contract is a 3 year contract with two option years. This provides Springfield the option to continue with the current contract or go out for bid in 3 years depending on the market. Ironically, the last non-partisan activity of 2012 was about garbage. Go figure.

For me, it is not who voted for it or when, it is the fact that there was info put out for the start of the month and then half way thru the month things change. Then we get info after the fact. All i am asking for is for the powers to be to make a decision, right or wrong and stick with it, this wishy washy crap has got to stop. There is a serious lack of communiacation in theis town. Maybe this town needs an enema.

Voice of reason, if you should lose your local job you can always do stand up, you are just so funny. As I said you are one of those people(despite your wonderful alias) that if someone does not agree with you, then they are wrong. You know it all. As far as what I do for the community I have never looked for a pat on the back and I continue to do for the community even after my kids are long past their participation unlike many others who only help out if it benefits them personally. Since I do not know who you are feel free to call me I am listed and we can discuss this issue. I will not hold my breathe waiting for your call though.

One doesnt need to run for office in town or show up to town council meetings to show they care about the town. I know for fact that Warren has had a great impact on hundreds if not thousands of kids in Springfield including mine. We all do the best with the resources we have some of us cut grass some dont but we all work hard for our families in Springfield whether we pay taxes or volunteer or both.
