Springfield Man Arrested in Child Porn Bust Was Former Fire Captain
Frank Fiorelli, 61, was charged with possessing and distributing child pornography.
The Springfield Fire Department has confirmed that the man arrested in Wednesday's child pornography bust by the Attorney General was a retired Springfield fire captain. Frank Fiorelli, 61, was among 25 men charged in a State Police investigation into the possession and distribution of child pornography, including child rape videos.
"The Township of Springfield is aware of the current criminal allegations levied against former Springfield Fire Department employee Frank Fiorelli, who retired in 2012," said Springfield Fire Chief James Sanford in a press release today. "The Township fully cooperated with law enforcement agencies regarding this matter, but is precluded by law from providing specific comments on matters involving current and/or former personnel."
Springfielder.com reported on the police activity at Fiorelli's home on Springfield Avenue last week, before the charges against him were announced yesterday, and noted the following: "Public records show Fiorelli submitted retirement from the Springfield Fire Department Aug. 21, 2012...His resignation was accepted unceremoniously by the Springfield Township Committee on Aug. 28, 2012 after a “Closed Session” meeting which listed “Fire Capt. Frank Fiorelli” as a matter of discussion. The nature of the discussion is not known but sources revealed that Fiorelli was denied access to the firehouse in the middle of August. It is not clear whether the arrest is related to his resignation. Fiorelli was promoted to Captain on Nov. 10, 2008 under former Mayor Bart Fraenkel."

Attorney General Jeffrey S. Chiesa today announced the arrests of 24 men and one male juvenile in the latest operation aimed at the possession and distribution of child pornography, including child rape videos. Flanked by Colonel Rick Fuentes, Superintendent of the State Police, and Deputy Director Elie Honig of the Division of Criminal Justice, the Attorney General outlined the results of the collaborative effort dubbed Operation Ever Vigilant.
The Digital Technology Investigations Unit of the State Police began the investigation approximately three months ago by searching for New Jersey residents who were making child pornography, including child rape videos, available to others. These files show pre-pubescent boys and girls being sexually molested by being penetrated, or by being coerced into performing sexual acts on themselves, or others.
Working with law enforcement partners in the New Jersey Internet Crimes Against Children (ICAC) Task Force, multi-agency teams swept across New Jersey between Feb. 18th and 22nd to make the majority of the arrests. The charged defendants come from all walks of life, but each was found to be in possession of multiple sexually explicit videos of young children, which they had made available to others.
“Anyone who views and distributes child pornography – particularly the type of child rape videos targeted in this operation – puts himself in league with the predators who sexually assault children to create these videos,” said Attorney General Chiesa. “The children they watch being tortured are violated again by their actions, and these offenders may pose a danger to other children because of their predilections. We will remain ever vigilant to stop this predatory behavior against children.”
“Everyone sitting in the seclusion of their darkened homes viewing child rape videos has victimized these innocents by creating the market for this disgusting material. There’s no room for them to say, ‘I haven’t hurt anyone,’” said Colonel Rick Fuentes, Superintendent of the New Jersey State Police. “With our partners, we will continue to uncover this behavior, and arrest all those involved.”
“This type of crime – committed against children, who obviously cannot defend themselves – commands forceful action from law enforcement,” said Elie Honig, Deputy Director of the Division of Criminal Justice. “The Division of Criminal Justice will continue to work with the State Police to arrest offenders who are involved in this exploitation, and to prosecute them to the full extent of the law.”
The charges stemming from Operation Ever Vigilant will be prosecuted by the Division of Criminal Justice.
Five of those arrested had direct contact with young children, including two defendants who are alleged to be regular babysitters. Another defendant is a registered sex offender. Stephen Rainone, of South Amboy, is listed on the state’s sex offender Internet registry as a Tier 2 offender for sexual assault of girls under 13 years of age. Defendant Brent Ailiff of West Berlin remains in jail on $100,000 cash bail. A field preview of Ailiff’s digital storage media revealed hundreds of child pornography files. Four of those arrested remain incarcerated on detainers for being in the country without legal status. Immigration and Customs Enforcement (ICE) agents assisted in the processing of these subjects.
These videos and images are passed back and forth among users through emails and by way of file sharing networks. The networks operate the same way as websites used for privately sharing music or movies. Those in possession of the illegal images often make them available on computers that they control for others to download. Because many of these videos and photos keep recirculating, they make perpetual victims of the children abused in the production of child pornography.
In addition to videos involving child abuse, detectives also discovered disturbing sexually explicit videos portraying necrophilia and bestiality during the searches.
Operation Ever Vigilant seamlessly integrated more than 50 troopers, agents, detectives and officers from dozens of law enforcement agencies. The task force executed a total of 25 search warrants in 25 different towns across the state. All of the warrant entries were made by the NJSP T.E.A.M.S. Unit, which is a tactical operations group similar to SWAT. The affiant for the search and arrest warrants was Detective Chris Camm of the State Police Digital Technology Investigations Unit.
The Evidence Management Unit helped catalog the large amount of mostly computer-related evidence. All of the investigations are still considered ongoing since computer media seized as evidence have been turned over to the New Jersey Regional Computer Forensic Laboratory (RCFL) for a thorough examination. This lab, located in the Technical Center in Hamilton, is a partnership with the FBI and is staffed with personnel from several different agencies including the NJSP. The RCFL works on computer evidence from New Jersey and surrounding states.

This is so disgusting. We teach our children to trust our Policemen & Firemen. This scum was living right down the street from GRAMMAR SCHOOLS in Springfield. He wasn't allowed access to the Fire House but Springfield Township spoke of his resignation behind closed doors but never notified the parents or schools of this scumbags actions. And yes I get it, there was an investigation going on but there should have been some preventive measures taken to protect our children.

Are your reporter(s) still having trouble confirming the story about the land contamination? Only because the Patch pulled an article from NJ.com instead of writing about it. Is there a particular reason why the Patch is not covering the fact that Township, again, has fallen short of their promises and, again, residents will have to be responsible for their lack of insight. Or is it because given an opportunity to be silent the story will go away quickly?

I find this odd that springfielder.com doesnt mention it also; The word on the street is that is a of the republicans newsletters. You cant comment on it just like when a republican posts on the patch. They allgedely take advantage of the "freedom of speech" to the max the law allows. They arent breaking any laws but I do also find it odd since the story broke in the local source that the coverage has been minimal at best. Id love to hear the former members on the board from 2012 talk their way out of this one. They promised everyone it would be 1,000,000.00 coming into the town and the tax amount would be minimal. I have a sense that this is a coverup allgedly that someone knew something.

It's all about the politics. I think Bart is upset that his name was mentioned in the article. He shouldn't be as no one knew what Frank was up to. Also I'm sure the promotion was based upon recommendations of the fire chief at that time. The article should really have just said the township council which the mayor is the appointed (among the TC) head. Frank was a good fireman and paramedic. You never know what happens behind the closed doors of peoples' homes or minds. I don't see any inaccuracies in the article (blog if you'd like to call it). Happens all the time in reporting where they quote blogs / sources. Let's get beyond the political BS and focus on the main point. A man was arrested for doing some very 'sick' things and if accurate he should be punished to the fullest extent of the law no matter how good a person he was to the outside world.

I'm honestly not upset that my name was mentioned because you were completely accurate in your explanation. What I am bringing to attention is that the Springfielder.com was used as a source of information and an article from it was quoted. That would be acceptable except that the article does not identify the author (writer). It leads to questions of credibility when The Patch uses direct quotes from anonymous sources. As a point of fact, the question The Patch should have asked is what, if anything, the 2012 governing body knew and discussed 'behind closed doors'. Having served on the TC I know that anything discussed in that manner, can and should be made public once the issue has been settled. So why wasn't there any disclosure?

Why are people so focused on a closed door meeting? If his proclivities were known at the time, he probably would have been suspended. Frankly (no pun) I doubt it was anything more than an internal rules & regulations issue or a grievance. Maybe he opted to pack it in rather than face the possibility of discipline? Happens all the time. I've worked for enough towns to know.
There's nothing to connect the matter discussed at that meeting to the reasons for his recent arrest. Speculate all you want, but it's only speculation.

Sprinfield Resident tired of the bickering is correct promotions are based on the Chief's recommendations. If people remember there was an issue at somepoint with the Fire department entrance exam and if I remember correctly upon investigation there were issues with diplomas or certifications. It is easy to deny access to the firehouse as they use card access, I believe they did the same thing to the volunteer fire squad when they changed it.

I'll say this again. So far, no one has proved any connection between the closed door meeting subject, the "lock-out", and the recent arrest. Think about this. The Captain does something stupid at work. He's suspended. The FD takes away his access card and he's told to stay off the property until his suspension is lifted. The township committee is told that he wants to retire. He can't retire while suspended or while disciplinary charges are pending, so they meet and agree to lift the suspension and acknowledge his application to PFRS for pension. I bet if they'd known about the new criminal case, they wouldn't have let him retire. Just my opinion, but I don't think the township committee didn't "hid" anything. They probably had no idea at the time. The newspapers all say the porn investigation took three months. Work backwards. July is a lot more than three months ago.

As a township resident I am apalled about this situation. I had heard allegations about this gentlemen's activities months ago . I also have heard - from a reliable source that he is, in fact, receiving a state pension! I find it very puzzling that this gentleman had the good fortune to receive a sate pension after resigning after a closed door meeting but Captain Bilotti with 18 yrs of meritorious service was terminated for "misconduct" for ALLEDGEDLY providing the town with an fraudulent GED certificate decades ago but the town refused to approve his pension application. Does this make sense?

Since you asked-Yes, I certainly think that if a captain arrested for distributing child porn (which is considered to be a very serious thing these days-usually results in jail) can get his pension I do believe that a person discharged (not arrested) due to defective credentials after 19 years of meritorious service deserves to get his pension. The first requires a judicial determination, the latter an administrative. Why? Very simple the former, as a matter of law is more serious. Do you really consider defective credentials more serious then distributing child porn? He was able to pass the test for the Captains position without even a high school education? He was able to be an Arson Investigator without a High School education? Doesn't it seem strange that after 19 years of service it was time to verify is educational qualifications?
I assume that someone in town had a responsibility to verify his eligibility and sufficient education to meet his responsibilities when they hired him. If not, when they promoted him?
Do those people have any accountability. Are they going to lose their beneifts? I think not.Obviously, Captain Fiorell's life has been ruined and his poor family's lives will never be the same as a result of his conduct. The term alleged is correct
Maybe they should lose their pensions or benefits?

@Brian "alledgedly' is the correct term. Bilotti always claimed that he NEVER had a copy of his diploma bc his childhood home in Union was destroyed by a fire & all it's contents were destroyed. The Union Fire Chief wrote a letter to verify this at the time of Bilotti's hiring, so why would he supply them w/a fake diploma when an explanation had already been given?The fake diploma was placed in his personnel file to make him look bad.

BILOTTI NEVER WAS ABLE TO PRODUCE A DIPLOMA. HIS HEARING REPORT STATED THAT HE DID NOT EVEN ONCE ATTEMPT TO CONTACT THE STATE DEPARTMENT OF EDUCATION TO PROVE HE HAD A DIPLOMA - HOW EASY WOULD THAT HAVE BEEN?!
Bilotti never had a REAL diploma in his file - as bright a guy he is I know this is astonishing - perhaps he skipped high school altogether because he was so smart.
He claims it was destroyed in a fire - RIGHT! Okay so well what's your next step? You contact your high school. You contact the state department of education. This was not done and therefore Bilotti was CANNED! The credentials required for the job required a high school diploma. Therefore he was terminated. Did he lie? Well I'll let you come to your own conclusion.
You call yourself a friend - obviously Bilotti is going to tell you that he had his diploma and convince you of this using his over abundance of intelligence. Use your head - why would he not contact the state department of education or contact his high school. He didn't even produce a yearbook photo or anything. His excellent job was on the line and he didn't call?!?! Well that's a bit indicative no?
It seems your conspiracy alleges that Frank KNEW he had no diploma, could not produce a diploma, so a FAKE one was created, slipped surreptitiously into his file and then he was outed! Maryellen- thank you so much for the courage to speak the truth. I know Mike only casually as an acquaintance until we became close friends after he I was involved in a crash on route 22 when I was rear ended while riding my motorcyle. He was the one who helped me and took the time away from his job, family, and business to go get a trailer, drive to the lot and pick up the wreck and haul it to Bloomfield for repairs. He refused any payment or even reimbursement for gas and tolls! He is a kind compassionate person with high ethical standards who would and still will go out of his way at his expense to anyone deserving help!

Mr. Frankel- one final question. I have been a resident and taxpayer for 30 yrs. I have only beem to the TCM on 2 occasions- once at the invitation of Mr. Faigenbaum- a lifelong friend of mine for Mr. Billoti's promotion and once in support of the sp fd to voice my concerns in support of the sp fire department with respect to fd staffing . (I took my personal time to do so because it was a grave concern- in consideration of the fact that at the time the railroad next to the new fire station was in the process of being reactivated to transport chemical waste from the refineries to Pennsylvania (my comments calmly stated were responded to in a totally disrepectful manner).. I am not a chronic complainer or troublemaker. , Do you think fair Captain Fiorelli was apparently given his pension but the town refused to go along with Captain Billoti's pension. Will the town attempt to rescind its approval of his pension if he is found guilty or pleads guilty? Once the matter is adjudicated will the town disclose the reason for Captain Fiorelli's apparent suspension from duty?

billotti didn't bring a copy of his yearbook photo from graduation because he had a GED and if you knew anything about the case you would know that. None of the GED information at the state for that year were available. Kind of ironic that after 19 yrs the powers that be decide its time to check his credentials?? I am wondering why your comments are posted anonymously and you don't have the courage to put your name on the postings?

@Brian, Your last post is spot on. Thank you for your clarity. Why is he/she hiding behind a made up name that surfaced just to talk about Mike. There was "a group" that was on a mission to ruin a couple of wonderful people's lives. The "powers that be" were led down a path of no return. But slowly & surely this will all unravel & the truth will be known. There were a number of problems that were never addressed including that Frank Fiorelli was allowed to post on the Springfiled forum. That is against Department policy but nothing was done even when it was brought to attention of the proper authorities. It was a sad time for Springfield just like this is a very sad time for Springfield also. I feel so bad for SFD & I also feel horribly for Nancy & Frank's children. I think I'll leave it at that.

I always been a supporter of our firement and other public servants who put their lives on the line. Very similair paralell to our military. Both put their lives on the line to protect us but both seem to come out on the short end of the stick. Veterans get 50% pension after 20 yrs but the politicians (Congress) get 80% pensions after 5 yrs. There are 300,000 homeless veterans in this country and it is estimated there are 22 suicides a day by veterans. Nobody seems to give a damn about the little guy, once he has paid their dues! SHAME ON US

mary ellen- do not bring into this anyone's name or names but frank's. think about how you would feel if that was your husband and someone mentioned your name on a public forum. keep names any family comments out of this and before you call anyone a scumbag, you should give the justice system a chance to prove you wrong.
