Walking on the Street is Dangerous and Stupid!

I noticed when coming home from work at dusk on Halloween that several people--not only children but parents-were walking down the middle or Rose Avenue without looking where they were going. The street has sidewalks down both sides for almost its entire length. I understand children are irrational and sometimes run into the street without thinking..but adults? Give me a break. This is how people get injured or killed. Drivers, of course, should drive with care at all times..but what kind of example are these parents setting for their children? This does not only happen on Halloween--I see it several times a week. Especially among students who are high school age or older. They also should be forewarned--walking on the street when there are sidewalks available is against the law--hopefully our Springfield police will crack down soon and start issuing summonses. What is the rationale for this type of stupid behavior? Comment as you see fit!!
