Late last year, the Township Committee voted in favor of creating a township public safety director to whom Chisholm would report. Following that vote, the Committee  set a maximum salary for the position of police chief.

The Chief has also come under fire from the members of the force; last September 34 out of 38 members of Springfield's police union approved a symbolic no confidence vote in the Chief and upbraided him for alleged failings in communication and leadership. The local PBA also spoke out in favor of creating a public safety director position.
